Harvey B. Otterman, Jr. was born in Washington, D.C. on February 18, 1926 and became a resident of Topsham Vermont in 1946. He was educated at George Washington University, Washington, D.C. (B.A., 1948; LL.B., 1950). He was married to the former Doris Clark and together they had three sons. He served in the U.S. Navy from 1943-1946. At age 19 he was designated a naval aviator, the 12th youngest in the history of the U.S. Navy.
He served in various Topsham Town Offices for 50 years, including School Director, Moderator, Selectman, and on the Budget Committee. He practiced law for 50 years. Member of: Vermont Bar Association, President; New England Bar Association, President; Vermont Professional Conduct Board, Chairman; Vermont Judicial Conduct Board, member; Disciplinary Committee of Federal Court of Appeals - NYC, Vermont Member. He was the Orange County State's Attorney from 1952-1958 and a Member of the Vermont House of Representatives during the years 2001-2002, 2003-2004, 2005-2006, 2007-2008.
